None of them is the program. The program is the thread between them — every claim, every commitment, every piece of evidence, and everything that depends on it. Today, that thread lives in people, not software.

When something changes, someone has to remember every document it touches, track each one down, and update it by hand before the next filing. Most delays in drug development are not biology. They are lost threads.
